This Action is the hub of the system - it sets up the Template files, and creates the files and folders necessary to make a Joomla template.
It also rebuilds all the links to external resources so that your template based images will appear correctly in the template.
Note - this Action may not work with other Actions (their resource output may not be corrected). The manual describes how Action writers can make their Actions “Joomla! Action Aware”
